Project Officer – Communication and Monitoring & Evaluation

About the role

The International Labour Organization is recruiting a Project Officer to support the EU Agroforestry Skills Programme in Timor‑Leste. The role focuses on communication activities and monitoring & evaluation (M&E) to ensure the project delivers green, sustainable economic diversification and youth employment outcomes.

Key responsibilities

• Develop and implement communication strategies, materials and outreach activities for the agroforestry programme.
• Design, collect and analyse data for monitoring and evaluation, preparing regular progress and impact reports.
• Coordinate with project partners, government agencies and private‑sector stakeholders to track milestones and address challenges.
• Support the preparation of project documentation, including newsletters, case studies and dissemination events.
• Assist in budgeting, financial tracking and compliance with ILO and EU reporting requirements.

Required profile

• University degree in communications, development studies, agriculture, environmental science or a related field.
• Minimum three years of experience in project communication and M&E within international development or agro‑forestry contexts.
• Demonstrated ability to work in multicultural teams and liaise with government and private‑sector partners.
• Strong written and oral English skills; knowledge of local languages is an asset.

Required skills

• Experience with communication planning and content creation.
• Knowledge of monitoring and evaluation methodologies and tools.
• Ability to prepare clear, data‑driven reports and presentations.
