Programme Analyst, Sexual and Reproductive Health and Rights

About the role

The Programme Analyst, Sexual and Reproductive Health and Rights (SRHR) is based in the UNFPA Timor‑Leste Country Office in Dili. Reporting to the International Programme Coordinator, the analyst provides technical and policy advice to advance universal access to SRHR services and to support the implementation of the ICPD Programme of Action and the 2030 Agenda.

Key responsibilities

• Provide quality policy guidance and technical support to national and sub‑national SRHR initiatives.
• Promote rights‑based approaches and position UNFPA’s work strategically within the health sector.
• Ensure linkages between SRHR programmes and UNFPA interventions on adolescent and youth health, gender equality, and population dynamics.
• Oversee and manage UNFPA‑supported interventions that strengthen health‑system capacity for integrated SRHR and gender‑based violence response services.
• Contribute to the development and monitoring of Timor‑Leste’s fifth Country Programme (CP5) 2026‑2030.

Required profile

• National of Timor‑Leste with a strong commitment to SRHR and gender equality.
• Relevant academic background in public health, social sciences, or a related field.
• Experience working on SRHR policy, programme design, or implementation at national or sub‑national level.
• Ability to work under the direct supervision of senior programme staff and collaborate with multiple UN agencies and partners.

Required skills

• Technical knowledge of SRHR policies, standards, and best practices.
• Understanding of health‑system strengthening and gender‑based violence response frameworks.
• Analytical and policy‑advisory skills.
