International Consultant for ICT Policy Revision – Ministry of Education

About the role

UNICEF is seeking an international consultant to lead a comprehensive review and revision of the ICT policy for the Ministry of Education in Timor‑Leste. The assignment is office‑based and lasts three months, focusing on aligning national digital strategies with child‑centered, responsible transformation.

Key responsibilities

• Conduct desk reviews of existing ICT and education sector policies, national digital governance, data protection, and cross‑sectoral strategies.
• Analyze international and regional guidance (ASEAN/SEAMEO) with emphasis on child‑rights and ethical digital transformation.
• Assess ICT infrastructure, connectivity, devices, and systems at national, municipal, and school levels, if required.
• Identify capacity constraints, equity, inclusion, and safeguarding considerations.
• Develop policy directions for emerging technologies, including AI, ensuring alignment with child safety and national readiness.
• Design an implementation roadmap, define institutional roles, outline costing, and create a monitoring, evaluation, and learning framework.
• Highlight key risks and mitigation strategies.

Required profile

• Proven experience in ICT policy analysis and education sector reforms.
• Familiarity with digital governance, data protection, and child‑focused digital initiatives.
• Ability to produce evidence‑based policy recommendations and implementation plans.
