Human Resource Manager – English Speaking – FMCG

About the role

The Human Resource Manager will lead the HR function for a fast‑moving FMCG and retail business in Dili, supporting approximately 160 employees across retail, sales, warehouse and support functions.

Key responsibilities

• Establish HR policies, procedures and processes aligned with business objectives.
• Manage end‑to‑end recruitment, onboarding, workforce planning and off‑boarding.
• Handle employee relations, grievances, disciplinary matters and workplace conflicts.
• Oversee attendance, leave administration, payroll processing and benefits administration.
• Lead the transition to the Mekari Talenta HRIS, including data migration and user adoption.
• Develop and manage performance review processes and training programmes.
• Prepare HR reports on headcount, turnover, attendance and other key metrics.

Required profile

• Bachelor’s degree in HR, Psychology, Business Administration or related field.
• Minimum 8 years of HR experience, preferably in FMCG or retail.
• Proven experience setting up HR processes across the employee lifecycle.
• Strong leadership, stakeholder‑management and conflict‑resolution skills.
• Ability to work with expatriate visas, work permits and relocation processes.

Required skills

• Proficiency in Microsoft Office.
• Experience with HRIS or payroll systems; Mekari Talenta or similar platform is a plus.
