Gender & Safeguard Coordinator

About the role

The Gender & Safeguard Coordinator will be based in Dili, Timor‑Leste and will ensure that all project activities comply with environmental and social safeguards (ESS) and gender equality principles. Working closely with the Project Management Unit, technical staff and implementing partners, the coordinator will integrate gender‑responsive and safeguard standards into planning, implementation and monitoring.

Key responsibilities

• Review the Project Document to understand safeguard and gender requirements and develop an annual work plan aligned with these objectives.
• Identify, assess and mitigate gender and safeguard risks throughout the project lifecycle and support the development of risk‑management and incident‑response protocols.
• Provide technical guidance and capacity‑building to staff, partners and communities on gender and safeguard standards, ensuring mainstreaming in field activities and livelihood interventions.
• Facilitate workshops, learning events and community sessions to promote rights‑based, inclusive approaches.
• Work with the M&E team to track baseline data, monitor progress against safeguard and gender indicators, and document lessons learned and best practices.
• Prepare accurate donor and internal reports, submit monthly progress reports and cash requests, and maintain coordination with local authorities and stakeholders.

Required profile

• Demonstrated experience in integrating gender equality and environmental/social safeguards into development projects.
• Familiarity with GEF Environmental and Social Safeguards and related gender policies.
• Strong analytical skills for gender‑sensitive analyses, risk assessments and monitoring.
• Ability to work collaboratively with government agencies, NGOs, Indigenous peoples and local communities.
