Consultant for the revision of Water Safety Plans manual in Timor-Leste

About the role

UNICEF is seeking a qualified consultant to support the Ministry of Health of Timor-Leste in reviewing and revising the national Water Safety Plans (WSP) manual. The assignment will be office‑based in Dili with periodic field travel for site visits and stakeholder consultations.

Key responsibilities

• Conduct a comprehensive desk review of the existing WSP manual and related policies.
• Perform field visits to assess current water supply systems and identify gaps.
• Facilitate consultations with WASH stakeholders, including government agencies, NGOs, and community representatives.
• Lead national validation workshops to gather feedback and achieve consensus.
• Draft and deliver a revised Water Safety Plans manual incorporating best practices and WHO guidelines.
• Provide actionable recommendations for strengthening water quality monitoring and management.

Required profile

• University degree in Water Resources, Environmental Health, Public Health, Engineering or a related field.
• Proven experience in WASH projects, specifically in developing or revising Water Safety Plans.
• Familiarity with WHO WSP methodology and national water quality regulations.
• Experience working in developing country contexts, preferably in Southeast Asia.
• Ability to travel within Timor‑Leste and work collaboratively with diverse stakeholders.
